Conditions for granting assistance

The Commission adopts strategic guidelines for each Fund which set out a framework for the intervention of the Fund. On the basis of these guidelines, each Member State prepares a multiannual programme which is implemented through an annual programme.

The multiannual programme must consist of a description of the current situation in the Member State as regards the principle of integrated return management, an analysis of the requirements in the Member State, an appropriate strategy to achieve the objectives, and an indication of whether the strategy is compatible with other regional, national and Community instruments. The programme must also include a financing plan which sets out the Fund's proposed financial contribution for each priority.
