Asylum policy

Finland’s asylum policy embodies a commitment to full application of the Refugee Convention. The requirements for granting asylum laid down in the Aliens Act are the same as in the Refugee Convention.

EU asylum policy

Harmonisation of asylum policy within the EU began in 1999 in line with the principles adopted by the European Council at its Tampere Summit. In December 2009, the European Council adopted a new multi-annual programme for the area of freedom, security and justice for the period 2010-2014 – the Stockholm Programme.

The basic elements of the common asylum system are:

  • a common asylum procedure that is effective and guarantees legal protection
  • common grounds for providing international protection, and a uniform international protection status
  • a well-functioning Dublin system that takes even better account of aspects relating to international protection and legal protection. The Dublin system is a procedure based on the relevant EU Regulation that is used to determine the State responsible for examining a given asylum application
  • adequate reception conditions for asylum seekers.
