Civilian Crisis Management

In the European Union, civilian crisis management means intervening from outside in a humanitarian crisis that is threatening or has taken place in a State, region or society as a result of a conflict, disaster or environmental catastrophe.

Resources and expertise of both military and civilian organisations are needed for crisis management at different stages of conflicts. Civilian crisis management focuses on policing, civil protection, and on strengthening the rule of law as well as civilian administration in situations of crisis.

The Ministry of the Interior is responsible for coordinating and developing civilian crisis management capabilities in Finland. This task includes recruiting experts to take part in international civilian crisis management operations, organising training, and providing for material and logistic readiness.
