Policing
The National Police Board plans, develops, directs and supervises police activities and related support functions.
Under the Board are the local police departments, the National Bureau of Investigation, the Finnish Security Intelligence Service, the National Traffic Police, the Police College of Finland and the Police Technical Centre.

Border management and maritime search and rescue
The duties of the Border Guard include border control, border checks, crime combating, maritime security and safety, protection of the marine environment, international cooperation and national defence. Responsibility for performing the duties of the Border Guard rests with nine administrative units.

Emergency response centres
The Emergency Response Centre Administration provides emergency response centre services throughout Finland, except for the Åland Islands. Emergency response centres receive emergency calls for the rescue, police and social and health services; handle communications relating to the safety of people, property and the environment; and relay the information they receive to the appropriate assisting authorities.

Rescue services
Municipalities are jointly responsible for rescue services within regions designated by the Government. The country is divided into 22 rescue service regions. Regional rescue services manage operations in their respective regions. Voluntary, institutional and industrial fire brigades also participate in the provision of rescue services as agreed between the brigades and the regional rescue services.

The Emergency Services College is responsible for providing vocational training for rescue services and emergency response centre activities, training in preparing for emergency conditions and incidents under normal conditions, and training in international civil protection and civilian crisis management.

The Fire Protection Fund is outside the State Budget and grants assistance for projects to improve fire prevention and rescue operations.

Within the regional state administrative agencies are sections responsible for issues relating to rescue services and preparedness. They guide and direct rescue services planning and coordinate plans in their respective regions. In addition, they supervise and assess the coverage and quality of rescue services.

National civilian crisis management capabilities
The Crisis Management Centre Finland (CMC Finland) is responsible for operational tasks relating to national civilian crisis management capabilities. The duties of CMC Finland are training and recruitment of experts for civilian crisis management operations, human resources management during operations, logistical and material capacity, creation and maintenance of the situation picture for operations, and research on civilian crisis management.

Immigration, integration, reception of asylum seekers
The Finnish Immigration Service handles and decides matters relating to immigration into and residence in the country, refugee status and Finnish citizenship. It is responsible for the guidance, planning and monitoring of work performed by reception centres and the guidance of the detention unit. In addition, it steers the implementation of the system for victim assistance.

The centres for economic development, transport and the environment carry out tasks relating to immigration, integration and good ethnic relations at regional level. They issue regional guidelines on work permits for foreign workers, carry out tasks relating to the integration of immigrants, give advice to immigrants who wish to set up their own businesses, promote ethnic equality and non-discrimination and provide information on the European Refugee Fund (ERF).
